Essentially you need to look at the file:
/etc/localtime and see if its symlinked to the correct tzdata.
eg: /usr/share/zoneinfo/Canada/Pacific
If your time is incorrect even with the correct timezone, then the problem is that your tzdata is out of date. You merely need to do apt-get update and then apt-get upgrade in order to upgrade your tzdata.
Chroots are the same just make sure that the chrooted environment has the correct tzdata.
